Civil Society Organizations Reject United States Military Base in Chile Print

The organizations signing below firmly reject the U.S. military base authorized by the government of Sebastian Piñera which has been installed in Fort Aguayo, in Concón.

This Training Center "simulates an urban zone, with 8 [different] styles of buildings, and was constructed with the nearly $500,000 support of the Southern Command of the Armed Forces of the United States," in order to "execute peacekeeping operations or civil stability" according to the Embassy of the United States [in Chile].

This U.S. military base violates our sovereignty by permitting military troops of other nations to operate in our territory.

This agreement [between Chile and the United States] persists in the logic that the Armed Forces should intervene in social conflicts, or "civil stability," exercising once again the Doctrine of National Security that promotes the belief that there is an "internal enemy" that the Armed Forces should combat.

For this reason we absolutely reject this training for Latin American and Chilean soldiers. Democracy is defended with democracy, with cooperation, and not at the tip of a rifle as the United States continuously promotes.

We also reject this training because the United States does not have the morals necessary to teach "peace operations" when it has promoted coup d´etats, financed destabilization operations for other [Latin American] countries, and promoted war in the world. We have not forgotten that in 2009 the Soto Cano Base in Honduras was used, along with U.S. military personnel, to bring to fruition the coup d´etat of President Manual Zelaya.

The United States is responsible for the coup d´etat in Chile and for the training of the worst human rights violators in our country, who were "educated" in [the institution] which we recall with sadness, the School of the Americas. We do not forget, and we do not forgive those who financed, armed, [and] prepared the assassins of our people.

For all the previous reasons, we demand the authorities put an immediate end to this U.S. military base in our territory and that it withdraw its personnel now.
