The Pentagon lobbies hard to keep WHINSEC money flowing. At taxpayers’ expense, the Army operates a huge PR campaign that is directed at Congress. We are countering their attempts with grassroots power.

A new bill to close the School of the Americas/Western Hemisphere Institute for Security Cooperation will be introduced in the U.S. Congress early this year! It is our job to make sure that enough Representatives will be on board to vote against the school. Hold your Representative accountable.

Schedule of Events

Monday, February 21:
George Washington University Law School, 20th and H Streets NW (Click here for directions)
  • 1:00 - 2:30: Teach-in on US foreign security training.
  • 2:30 - 3:00: Break
  • 3:00 - 5:30: Legislative Skills Training and Lobby Day Preparation. This session will include the basics of lobbying, preparation for lobby visits on Tuesday, and a discussion of the strategy and timing of the legislative campaign in the 109th session.
  • 7:15 - 9:00: Nonviolent direct action planning. Learn valuble skills for direct actions that will be going on Tuesday.
Tuesday, February 22:
  • 7 - 8 am: Vigil at the Pentagon. Join other anti-war activists in demonstrating at military headquarters. Take the Metro to the Pentagon stop on the yellow/blue line, make a left out of the Metro stop
  • Lobbying all day! Make appointments with your Representative and Senator now! Think about organizing regionally and meet with other members in your state. Check out the local groups page for a list of others in your area.
  • Lobby Day Check-In and Drop-In Site: The Washington City Church of the Brethren is located at 337 North Carolina Ave SE (Click here for directions). SOA Watch staff will be present here all day beginning at 8:30 am to provide information to support your lobby visits, including packets you can leave in Congressional offices. Stop by before, in between or after your visits to let us know how they went and to enjoy some refreshments with us.
  • 12 - 1:30: Lunch -- The Washington City Church of the Brethren Nutrition Program has offered us lunch at no cost at their soup kitchen in the church, which serves from noon to 1:30 p.m.
  • 4:45 - 6:00: Vigil to End Torture and Close the SOA/WHINSEC Closing vigil in front of the Justice Department (9th and Pennsylvania Ave NW). Speakers from SOA Watch and other organizations will reflect on the importance of speaking out against torture and closing the SOA/WHINSEC. Take the Metro to the Archives/Navy Memorial on the yellow/green line, walk up Penn. Ave to 9th st.



Legislative background

The 108th Congress is now over and SOA Watch activists and allies secured 130 bi-partisan co-sponsors for HR 1258, the bill to close and investigate the SOA/WHINSEC. Because of your work we continue to gain momentum in the effort to see real accountability for the illegal activities of the SOA and a true evaluation of its newest incarnation, WHINSEC.

The 109th Congress started January 4, and it's time to start lobbying for the future! We will have a vote this year and so we need all the support in Congress we can muster.

  • If your Representative was a co-sponsor of HR1258, thank them and begin to secure a commitment to co-sponsor legislation in the 109th. Click here for the final list of co-sponsors.
  • If your Representative did not sign on, or if you have a new one, plan to call, send a letter, and/or visit them during the February Lobby Day to discuss the reasons why this legislation is important and why you want to see them support it! Organize others to go with you.
  • If you do get a promise of co-sponsorship or a vote please let the SOA Watch office know (202-234-3440.)
  • If your Representative is on board, start working on your Senator—-they can sponsor a companion bill.
