The United States maintains a complex web of military facilities and functions in Latin America and the Caribbean. The bases support U.S. objectives for securing access to markets, controlling narcotics flow, and obtaining natural resources.

U.S. Southern Command is responsible for all U.S. military operations in Latin America and the Caribbean.

General Information about U.S. Military Bases in Latin America

Background While the twenty year struggle to close the School of the Americas has not yet closed the institution, it has succeeded in shining a bright public light on the atrocities emanating from this school. Four Latin American countries have stopped sending their troops and hundreds of other organizations are petitioning their governments to do the same. The Pentagon has had to create other venues within Latin America, trying to bypass the public radar, to continue the same goal of military and economic dominance of Latin America. As new initiatives sweep though Latin America that affirm independence and sovereignty and lay foundations for mutual interconnections, the U.S. governmental response has been to decrease diplomacy and increase its military muscle.

U.S. ¨Bases¨ are the new SOA. The SOA has “jumped the gates,” and is finding expression in these new forms of U.S. military presence in Latin America:

Use of Latin American military installations, ports and air strips

Joint military operations and training in Latin America

Training of Latin American police by US military

Deployment of the U.S. Navy Fourth Fleet

Militarization of humanitarian and emergency aid

Military contractors and construction projects in Latin America
