SOA Amendment to Defense Authorization Bill May 2006 PDF Print E-mail
On Tuesday, May 9, 2006, the House Rules Committee met to consider amendments to HR 5122, the National Defense Authorization Act for Fiscal Year 2007. Rep. McGovern (D) of Massachusetts offered HR 1217 as one of these amendments to the bill. The Rules Committee released a first rule that allowed for only eight amendments from a long list that were submitted to the committee and an amendment proposed by Rep. McGovern to suspend operations at the SOA/ WHINSEC was NOT one of them.

The House Rules Committee met on Wednesday, May 10 for a late night meeting to approve more amendments under the second of two rules. The second rule from the Rules Committee made another group of amendments in order, once again not approving Rep. McGovern?s amendment for debate on the House floor.

The next morning, on Thursday, May 11, the House began debate on the Rule providing for the Defense Authorization bill, and then the Defense Authorization bill itself. The debate on the Rule included many members expressing their outrage that important amendments, including Rep. McGovern?s amendment to suspend operations at the SOA/ WHINSEC, were not allowed to be debated.
